A helping hand for the unemployed
Loans will be given to Ukrainians under the Helping Hand program. This is not a new project: it has been implemented since 2017 in several regions of the country. For example, in the Kharkiv region during this time 79 unemployed received money. The Ministry of Social Policy says that they all started their own businesses and continue to work successfully to this day.
Initially, the program was aimed at migrants from the occupied regions of Ukraine, but now it has been decided to extend it to all residents of our country. The official version is that the state wants in this way to help "long-term unemployed get out of poverty." Unofficial - by means of interest-free loans, the authorities plan to bring entrepreneurs out of the shadows, who today work illegally and do not pay taxes.

To apply for a loan from the state, a person must be unemployed. It is not necessary to be registered as unemployed. The application is submitted to the employment center at the place of registration. It must be accompanied by a certificate of no criminal record and business plan your future business.

Under the terms of the program, each unemployed person will be able to receive from the state an amount of up to 15 minimum wages. Today it is 97500 UAH (6500 * 15). The loan is given for three years, and neither interest rate nor indexation (recalculation for inflation) is applied to it. Simply put, how much you took - exactly the same amount and gave away. In this case, the payment of mandatory taxes and fees will be included in the loan repayment amount.
For example, every person who is registered as an individual entrepreneur must pay a single social contribution to the state on a monthly basis. Today, the minimum size of EMU is UAH 1430. It turns out that for three years (the term for issuing a loan), the sole proprietor is obliged to pay more than 50 thousand. hryvnia only as a single social contribution. They need to be paid in any case, but according to the program, they will be counted in the repayment of the loan.
If the business "goes", and within three years the entrepreneur will be able to give work to two more employees (officially employ them at his company), then the loan may not be returned at all. In this way, the state will not only stimulate the creation of new jobs, but will also be able to improve its performance in the fight against unemployment.
