Sick leave will be written out and charged in a new way: what will change

From October 1, all sick leave will be transferred to electronic form. Employers will have to pay more, and doctors will be fined for fake certificates

Electronic sick leave, which was supposed to work from September 1, was postponed for a month. According to the Ministry of Health, a third of polyclinics have not yet mastered the new system. Now paper sheets of incapacity for work are still in circulation, but from October 1, their registration will be completely transferred online. This will save the country money and avoid fake sick leave. For which, by the way, they are going to introduce a fine. If a doctor is caught faking, he will pay to the budget exactly as much as the alleged patient received from the state.

Today, electronic hospitals can be issued by 2,000 medical institutions in the country. Another 1000 (mainly in villages and towns) for technical reasons are not yet able to connect to the system. However, this innovation is already available to city dwellers. And by the way, it is much easier and faster to issue an electronic sick leave certificate than a paper one.

According to the new rules, in case of illness, a person is obliged to visit a family doctor: a sick leave is opened only during an in-person consultation. But the doctor can close it without the presence of the patient - if the treatment is going according to plan, and the patient considers himself recovered. This will significantly save time: a person does not have to "collect" stamps throughout the clinic. And in general, few people want to go there after recovery, so as not to "pick up" some sore again.

To open an e-hospital, the doctor generates an electronic conclusion on the patient's temporary disability. It must be entered in the Electronic Health System (eHealth) Medical Record Register. This information is transferred to the Register of Disability Certificates of the Pension Fund, and on its basis the employer and the Social Insurance Fund calculate sickness benefits for the person.

On the PFU website, electronic offices of doctors, employers and employees have been created. Employers can now go into their office and view information on those employees who are registered with them at their main place of work. The base will show the sick leave number, opening and closing dates. So you no longer need to carry a paper version of the document to work. Wherein diagnosis and the doctor may not indicate the treatment plan in the document, while maintaining the patient's right to confidentiality.

By the way, an employee can also go to the PFU web portal and get information on his e-sick leave. To do this, you need to register on the site and find the section "My sheets of non-acceptance". However, it is faster and easier to check the information through the "Diya" application. There is a section "Disability certificate", in which each person can view all their sick leave, with numbers and dates of issuance of a medical certificate.

The Ministry of Health calculated that the transition to e-sick leave could save the state 5 billion. hrn. First, by minimizing bureaucracy. Secondly, due to the fact that an electronic document is much easier to verify. After all, to this day, we have a flourishing extract of "fake" certificates of incapacity for work. For a separate gratitude from a doctor, you can get "free" from work for 1-2 weeks. This hits not only the employer's wallet, but also the Social Insurance Fund: after all, according to the law, now the company pays a person for the first 5 days of illness, the rest comes from the budget.

To combat this effectively, the Ministry of Social Policy wants to introduce two innovations. First, increase the number of sick days paid by the employer. Not much, from the current 5 to 7. However, this will take the burden off the budget. After all, on average, colds people get sick no more than a week.

The second innovation will be the introduction of fines for doctors who discharged sick leave from a patient without sufficient grounds. The Social Insurance Fund will have "inspectors" - medical experts who will check the certificate of incapacity for work with the patient's condition. To do this, they will be given access to non-public health information (for example, diagnosis and treatment plan), and they will be able to assess the adequacy of appointments and sick leave. If the expert considers that the e-sick leave was discharged in vain, the doctor will be fined in the amount that the patient received due to incapacity for work.

These innovations are still at the stage of the draft law. If adopted, they will come into force in 2023. However, lawyers are already saying that the idea of ​​introducing the post of "inspector" at the Social Insurance Fund grossly violates medical confidentiality. In addition, this tactic will lead to the fact that doctors will only prescribe sick leave in especially severe cases. This means that more and more people will begin to carry the disease on their feet again.
