What kind of medical care can a patient with a mild to moderate severity of COVID-19 count on without a declaration?
To receive the full range of primary health care services, you must sign a declaration with your doctor. Since it is the declaration that provides access to all free services medical guarantee programs.
If there is a direct threat to human life and health, call 103. Emergency medical care in Ukraine is free for everyone, regardless of the presence of a declaration with a doctor.
2. Will an ambulance come to a patient with COVID-19 or suspected COVID-19?
Yes. But it is necessary to provide reliable information about the state of human health, which needs help. The ambulance dispatcher conducts a survey, and if during the survey there are no indications for the departure of the team, then the patient is given appropriate recommendations.
If there are indications for the departure of the brigade, the dispatcher sends to the call exactly the brigade that has the necessary equipment to provide assistance to patients with COVID-19.
Having arrived at the call, the ambulance doctors will assess the patient's condition and make a diagnosis. If there is a need, they are transported to the hospital. If the patient does not need hospitalization, he will be provided with the necessary medical assistance on the spot and recommendations regarding self-isolation and referral to a family doctor.

3. Can a patient choose a hospital if needed for inpatient treatment for COVID-19?
Not. Patients who have indications for hospitalization are transported by an ambulance team to a health care facility designated in the region, in which there are free places. Today, more than 500 hospitals have contracts with the NHSU to provide inpatient care for patients with coronavirus disease.
4. What's free in the hospital for hospitalization with COVID-19?
In a hospital setting for a patient with COVID-19, the following are free:
- initial examination and testing for COVID-19;
- necessary instrumental and laboratory studies, such as ECG, detailed clinical blood test, biochemical blood test, coagulation hemostasis, glucose, bacteriological, etc.;
- medical care in accordance with standards;
- oxygen support, intensive care and connection to a ventilator and ECMO;
- drug therapy and pain relief if necessary. All medicines covered by the national COVID-19 treatment protocol and the National Drug List;
- monitoring and correction of therapeutic measures depending on concomitant pathological conditions;
- providing round-the-clock medical and nursing care;
- prevention of common complications;
- consultations of doctors of other specialties and more.

5. How much does the NHSU pay for the treatment of one patient with COVID-19 in a hospital hospital?
For the treatment of patients with coronavirus disease, the NHSU shall pay from the global budget. That is, it ensures readiness medical establishments to providing care to patients without reference to their number. Readiness refers to both the readiness of the medical teams and the provision of drugs.
In general, the NHSU paid out more than UAH 11 billion to medical institutions for inpatient treatment of patients with coronavirus in 2020. That is, almost 45,000 UAH per patient on average. This means that there are those patients on whom 2-3 times more money is spent. And there are those that spend less. It all depends on the state in which the person is.
