Ukraine has the highest indicator of the number of children living in boarding schools in Europe.

As you know, if a child grows up in a dysfunctional family, he can be taken from parents who have not fulfilled their parental obligations and sent to a boarding school. In Ukraine, this was done more often before the implementation of the reform, the purpose of which was to return children to loving families.

However, now they want to make amendments to the National Strategy that can eliminate the progress achieved.

Experts of the United Nations Children's Fund (UNICEF) in Ukraine have applied to the government with a reminder that it is always better for children to grow up in a family than in orphanages.

Every child needs warmth and care and should live in a family, not in a shelter or boarding school. UNICEF is deeply concerned about the proposed amendments to the National Strategy for the Reform of the Institutional Care and Education of Children. Draft order of the Cabinet of Ministers of Ukraine, which spelled out changes to the National Strategy, poses a threat to deinstitutionalization reform and restricts the rights of tens of thousands of children to Ukraine,

It is noteworthy that many Ukrainian children end up in boarding schools only because their parents are poor and cannot provide them with education or treatment. Most often, children with disabilities are sent to orphanages for whom special care is needed.

It is the responsibility of the country to give parents the opportunity to raise their children, not to build boarding schools.
