The enrollment of the child in the first class of 2019 in Ukraine: manual for parents of PWS

Explanations provided MES in a letter. The procedure for enrollment

The order of enrollment and fees, transfer of children in municipal and state schools are regulated by the Ministry of Education and Science of Ukraine from April 16, 2018 № 367.

When the start and end of the reception of documents in Grade 1?

The end of the reception of documents is governed by Monomakh - is 31 May. Start receiving documents define the local authorities. Deadline for submission of documents in a school can not be less than 1 month. For example, the school began in Kiev

What you need to apply for enrollment in Grade 1:

• a statement of acceptance of the model;
• copy of birth certificate (in the presentation of a copy of the original document is presented);
• the original or a copy of a medical certificate in the form of primary records №0861 / a.
  The original or a copy of the document on the education received at a pre-enrollment in Grade 1 is not applied.

Other documents voluntarily provided by parents, even those that are needed for priority enrollment. School employees do not have the right to claim them. Initially, the Grade 1 children are enlisted in the community. That is, their place of residence must apply to the school service area. Therefore, parents must provide proof of the child's place of residence or one of its parents.

How to determine the place of residence of the child or the parents?

Place of residence and registration - not the same thing. Therefore, if you are denied admission to school without a residence permit, Director of the breach of Article 2 of the Law of Ukraine "On freedom of movement and choice of residence in Ukraine".

Confirm the place residence of the child or parent can be the following documents:

- Ukrainian passport (Temporary certificate of citizen of Ukraine for permanent residence certificate, residence permit, refugee certificate, identity the person who has been granted temporary protection, certificate of applying for protection in Ukraine) one of the child's parents or legal guardians representatives;

- certificate of registration of residence (Child or one of his parents or legal representatives) in compliance with Annex 13 to the Rules of registration of residence, approved by the Cabinet of Ministers of Ukraine dated March 2, 2016 № 207;

- certificate of registration of internally displaced persons according to the Annex to the order of registration and issuance of certificates of registration of internally displaced persons approved by the Cabinet of Ministers of Ukraine on October 1, 2014 № 509 "On accounting of internally displaced persons ";

- a document certifying the right of ownership to adequate housing (ownership certificate, excerpt from the State Register of rights to immovable property, the contract of sale of property, etc.);

- the court's decision, which came into legal forcey, for human rights to immigration into the living room, the recognition of the human right of use of premises or ownership of the rights to the registration place of residence;

- document certifying the right of tenure (Leasing contract / sustenance / rental, etc.) enclosed between individuals (for the purposes of this Procedure confirming location information on the condition of registration in accordance with Article 158 of the Housing Code of the Ukrainian SSR or notarized in accordance with the law), or between legal entities and individuals, including on the use of bathroom hostel;

- a certificate of service in the military unit (According to the Annex 10 to Regulation residence registration, approved by Cabinet on March 2, 2016 № 207);

- survey of living conditions act (According to Annex 9 to the exercise of the guardianship authorities of activities related to the protection of children's rights, approved Resolution of the Cabinet of Ministers of Ukraine from September 24, 2008 № 866 "Issues of the activities of the guardianship authorities related to the protection of rights child ")

- other official documentWhich contains information about the place of residence of the child and / or one of his parents or legal representatives.
