What should be in a child's evacuation backpack: a list from the Ombudsman

Educational Ombudsman Sergey Gorbachov published a list of things that should be in the evacuation backpack of a child and a class or group

Despite the disturbing news of Russian aggression, life goes on. Our children continue to go to kindergartens, schools, universities. Some educational institutions have already asked to prepare backpacks for children in case of evacuation with a request to put water, biscuit cookies and a note with these parents in it. In some, they pretend that nothing is happening and do not give any recommendations, so the parents themselves are racking their brains on what to put the child with them to school or kindergarten in case of force majeure.

Finally, there is some clarity on this issue. Educational Ombudsman of Ukraine Sergiy Gorbachov on his Facebook page published a list of what should be in the evacuation backpack of a child and a class/group.

“It is impossible to foresee how much time children and employees of the educational institution will have to spend in shelter. Therefore, it is extremely important that the educational institution has a minimum set to ensure the vital needs of children and workers,”

The lists for such minimum sets were compiled based on foreign recommendations: the Oklahoma Department of Education, the textbook "Save the Children - Standard Procedures and Safety Rules for Pupils and Students" of the Child Rights Resource Center.

Sergei Gorbachov drew attention to the fact that the Ukrainian legislation has not yet spelled out the obligations for educational institutions to provide classrooms with evacuation backpacks. Therefore, this task falls on the wallets of parents.

“I think that these backpacks should be purchased at the budget. But now to buy backpacks and the necessary things for the funds of the state or local budget by educational institutions and educational authorities are unrealistic: the budgetary procedures do not provide for this”,
- said the expert.

What should be in a student's evacuation backpack:

  • Bottle of water;
  • Bars;
  • A note from the parents, which indicates the surname, name, patronymic of the child, date of birth, address of residence, contacts of the parents;
  • Family photo (optional)
  • A set of change of underwear and clothes (but you need to keep in mind that the backpack should not be heavy).

What should be in a backpack for a class / group (1 backpack for 1 class)

  • Bright color backpack (red, orange)
  • Several blank sheets of paper
  • Pen-pencil
  • Hard cover notebook
  • Flashlight and extra batteries for it
  • Cool first aid kit
  • Small battery operated radio + batteries
  • Whistle
  • water, glasses
  • Thermal blankets
  • Several packs of large garbage bags
  • 2-3 markers
  • Several vinyl gloves
  • Rope
  • Masks for all children
  • Tape and scissors
  • Bucket (preferably one that folds instead of a toilet)
  • Toilet paper or paper towel roll
  • Wet wipes
  • Folding oilcloth to ensure privacy while visiting a makeshift toilet
  • Multitool (multi-tool that combines several portable tools)
  • Energy bars for all children of the class/group
