New Year will bring many changes to car owners. When will technical inspection be introduced in Ukraine, who will have to pay tax on cars and where will new fines come from?

Serious changes await car owners in the new year. And as usual, not all of them will be for the better. So, according to EU requirements, mandatory vehicle inspection is returned to the country: it must be introduced no later than September. Also, from the new year, the luxury tax may change: now it will have to be paid when buying a business class car (cost from 1.3 million USD). UAH). In addition, driving will be monitored much more carefully: starting from the new year, traffic violation cameras will begin to detect not only speeding, but also driving through a red light.

Perhaps the most painful innovation of the coming year is the introduction compulsory technical inspection for auto. It was canceled ten years ago, in 2011. From that time to the present day, car owners who use the car for personal (not commercial) purposes, undergo maintenance when they consider it necessary, or at their own peril and risk do not pass at all.

However, in September 2017, the Association Agreement between Ukraine and the EU entered into force. One of the requirements of Europe under this document is the return of MOT for all Ukrainian cars, without exception. According to the norms of the document, the inspection in Ukraine must be returned no later than five years after the entry into force of the Agreement. The deadline expires in September 2022.

What will this be fraught with for our car owners? Firstly, additional expenses for the passage of MOT (today this service starts at a thousand hryvnia). According to preliminary data (the law on this issue has not yet been adopted), the first technical inspection after buying a car must be completed within a month from the moment of its registration - it does not matter whether it is a new car or a used one. Then you have to go to MOT in 4 years, and then check the car every two years.

Secondly, many car owners may have problems directly with the passage of MOT. Indeed, according to the technical requirements of the European Union, the car must comply with environmental standards not lower than Euro 5. This standard is mandatory for all vehicles produced in Europe since 2009. But older cars in many respects may not be up to it.

Broken cars will also have problems - and this is the lion's share of cars that are brought in by our customers from the United States. And it will be very difficult to pass the inspection for those cars that have significant changes in the factory design.

In the new year, the level for the luxury tax when buying a car may change. Now it is paid by those who can afford to buy a car for more than 375 minimum wages ($ 2.5 million). UAH). However, our legislators felt that luxury starts with less. The parliament adopted a law according to which the tax when buying a car will have to be paid provided that it costs more than 200 minimum wages (1.3 million rubles). hryvnias)

For such a car (and this, at current prices, is the cost of not even elite cars, but business-class vehicles), you will need to transfer UAH 2,500 to the budget. The buyer is obliged to pay tax within three months from the date of registration of the car, otherwise he will be charged with penalties in the amount of 10% of the tax amount. So now, when buying a car, carefully look at the price tag. However, the list of cars from which you need to pay luxury tax is updated annually on the website of the Ministry of Economy.

However, there is a hope that the innovation will not come into force after all. Now the law, which was adopted in the parliament in the second reading, is being actively discussed in society. Taking into account the fact that there are still many unpleasant innovations for business in it, the Federation of Employers of Ukraine has already asked the president to veto it and send it for further revision.

From the beginning of the year, cameras for fixing traffic violations on the roads will work in a new mode. According to the Ministry of Internal Affairs, now they will record not only speeding, but also:

  • the driver's passage to a red light traffic light,
  • driving into the oncoming lane,
  • driving in lanes designated for public transport.

The number of cameras themselves will also increase: according to preliminary information, they want to install another 210 devices in all regions of the country. In the first quarter of the year, the new operating mode will be tested, but from the middle of spring, drivers can already expect new fines.
